CLIP No Screening & Presentation Number
Please find below the mandatory regulatory conditions governing how a presented CLI must be managed and displayed to a called party. Where permitted by national regulations, Colt supports “CLIP No Screening” and “Presentation Number” as a CLI Presentation option within its voice products. However, Colt cannot guarantee their functionality across third-party carrier networks.
At Colt, services are configured on a per-country basis (the “Service Country”). In line with fraud prevention regulations and the need to support emergency services, every number must be associated with an address within its Service Country.
Even when CLI Presentation is configured using “Presentation Number” or “CLIP No Screening” (instead of the default “CLIP Screening – CLIP per Call”), only genuine numbers from the Service Country may be presented. Any attempts to do otherwise are blocked by default.
Colt does not offer CLI Presentation options for “Wholesale SIP” services. Customers using “Wholesale SIP” are responsible for configuring their services in compliance with applicable regulatory requirements.
This overview is not intended to be exhaustive. As regulatory obligations may vary by country and evolve over time, customers are strongly advised to consult the relevant local regulations or seek appropriate guidance to ensure full compliance.

It is only possible to present geographic numbers as a Calling Line Identification Presentation Number. This number must be valid (i.e. assigned by regulator BIPT from the Belgium numbering plan) and dialable. Customers must be entitled to use these numbers and provide proof in a contractual commitment.
It is prohibited to change the identification of the calling line with the intention to harm or cheat the called party.
Regulatory Guidelines forbid the use Belgium geographic numbers to be presented when calls originate outside of Belgium.

There are no restrictions on what type of number may be displayed as the Calling Line Identification or Presentation number. The Danish numbering plan is structured as a closed, non-geographical 8- digit numbering plan. Thus there can be no more than eight digits in a subscriber number, and the numbers do not contain information indicating where in the country they are located.

All numbers used as a CLI presentation must :
- Already be allocated by ARCEP to an operator and be assigned to an end-user;
- Allow the called party to reach the calling party or the entity the calling party is representing.
If the assignee of a number is a separate person from the person wishing to use that number as CLI presentation: the use of the number as a CLI presentation must be previously authorized by the person to whom the number has been assigned to. Specific mandates have to be in place and Colt can require the customer to provide such mandate as a proof.
If no automated systems (automatic dialers) are used, the presented CLI can be a French number starting with 01, 02, 03, 04, 05 or 09, a freephone or basic rate number (only starting with 080) or a short freephone number (ie 30PQ et 31PQ). The presentation of CLI cannot be a premium rate starting with 081, 082 or 089, nor an 118 XYZ, nor an International Number.
Mobile numbers cannot be presented as caller ID for calls originating from a fixed access. Mobile numbers can only be used for interpersonal communications services.
It is forbidden for any call originating outside France and terminating in France to use any presented CLI number from the French numbering plan. If such case arises, the call must be blocked.
It is prohibited, for any professional trying to reach a consumer, to present 089 numbers, non-Freephone 3BPQ numbers (i.e. 3BPQ numbers other than 30PQ & 31PQ) and 118XYZ numbers as CLI presentation.
From the 1st of January 2023, as regards 10 digits numbers, automated systems (automatic dialers) can only use as CLI presentation verified nomadic numbers (starting with 0162, 0163, 0270, 0271, 0377, 0378, 0424,0425, 0568, 0569, 0948, 0949), basic rate or shared costs numbers (starting with 080) and, if technically possible, 4 digits Freephones (30PQ and 31PQ). Extended mobile or non-geographic numbers (13-14 digits) can also be used as presented CLI.

Article L44 V of the CPCE by Law No. 2020-901 known as the “Naegelen” law states that: “Operators are required to ensure that, when their end-user customers use a number from the numbering plan established by the authority as a caller identifier for the calls and messages they send, these end-users are indeed the assignee of the said number or that the assignee of the said number has given its prior agreement to such use.”
Display Delegation is a solution designed by APNF that provides to the French operators the capability to manage their end customers’ Display Delegation request via the MAN BND (Delegated Number Database) portal or APIs.
Display delegation is an add-on to the FR CLI Authentication to allow French operators onboarded on the APNF MAN platform to sign with attestation A (instead of B), calls issued by their French end-customers with a French Calling Number provided to their French end-customers by another French operator
Calls with Attestation Level B will no longer be permitted post APNF’s target of 31 December 2027.
Display delegation is allowed for all French numbers defined in the French Numbering Plan, except:
- French Mobile numbers
- French resold numbers (e.g. Colt owned numbers and used by you)
The Display Delegation solution requires that end-customers request the delegation of their calling numbers to:
- the provider of their numbers they want to use as Calling numbers and
- the originating operator that will route their outgoing calls with those calling numbers
Colt is in the process of adapting its services and will introduce “CLI Delegation” as a replacement for “Presentation Number” and “CLIP No Screening”. Until further notice, “Presentation Number” and “CLIP No Screening” remain supported.**
**Colt cannot manage Display Delegation on behalf of a reseller. Resellers must handle delegation requests directly with your French end-customers and APNF.

Pursuant to Section 120 of the German Telecommunications Act (“TKG”), the presentation of CLIs underlies the following legal restrictions:
1) Network provided CLI: Providers may present “nationally significant numbers” only and no value added service numbers or emergency call numbers (110/112). Emergency call numbers must not be presented (clarification only, not allowed now),
2) User provided CLI: Subscribers/end users may only provide numbers they are entitled to use and no directory enquiry service numbers, mass calling numbers, value added service numbers, (except Shared Cost), premium rate numbers or emergency call numbers (110/112) may be used.
By way of exception, BNetzA may determine conditions under which the presentation of a specific international number as a user provided CLI will be allowed.

The following conditions apply in respect of Calling Line Identification (“CLI”):
(a) The undertaking which originates a call shall ensure:
i. that the presentation CLI for the call shall be the assigned Customer Support Short Code (for on-network calls), a Freephone Number, a Geographic Number, a Harmonised Code of Social Value, a Nomadic Number, a Mobile Number, or a ‘1850’ Shared Cost Number for the calling party; and
ii. that the network CLI for the call shall be the assigned Geographic Number, Nomadic Number or Mobile Number, for the calling party.
(b) the following classes of numbers shall not be used as the presentation CLI:
Directory Enquiry Access Codes, Internet Access Numbers, Network-Use Short Codes, Premium Rate Numbers, Premium Rate Short Codes, ‘1890’, Shared Cost Numbers, and Universal Access Numbers;
(c) Fixed/mobile convergence services that support the use of a Geographic Number CLI or a Mobile Number CLI shall, in respect of any such service, ensure that only the Mobile Number CLI shall be presented for any emergency call made from a mobile device (using the “112” or “999” access numbers);
(d) for international calls originating from outside the State, the CLI may be modified with appropriate prefixes including “00”, “+” and the relevant country code; and
(e) a presentation CLI may be marked as “Caller ID unknown” or equivalent if an operator cannot ensure that the presentation CLI information is valid.

Pursuant to the Data Protection Act, the customer is authorized only to presentand/or not present its CLI. It’s not possible to associate a different CLI to a specific number and a specific line granted to a customer. Presentation Number is not allowed alongwith Calling Line Identification no Screening in Italy.

These features are not allowed. Geographic numbers assigned to the customer may only be presented.
International numbers can be presented, every number presented must be part of the numbering plan and must already be allocated to an operator by the regulator. National numbering types that can be presented are detailed in this document.

It is forbidden to modify/manipulate the CLI, so the correct number must be shown, only geographic, nomadic or Freephone numbers can be displayed on outbound calls. International number can be presented.
Every number presented must be part of the numbering plan and must be allocated to end-user by the operator originating the call.
Article 2 of Royal Decree against fraudulent traffic establishes that will be considered as fraudulent all traffic using numbering resources not allocated, enabled, assigned or not belonging to the Spanish national numbering plan or the international numbering plan described in recommendation E.164 including the country or international network codes.

The “CLIP No screening feature” (under special arrangements with Swisscom) is already used and allowed if the additional number is sent out as a generic number together with the network provided number. As the feature “Presentation number” hasthe same setup and is even stricter with a kind of a screening of the additional generic number this is also legal in Switzerland. The only restrictions are as following:
1) Premium numbers (090x) are not allowed to be used as a CLI.
2) The customer needs to provide a “right of use” for each number he would like to send out with this setup.
As per applicable Swiss telecoms laws and regulations, right of use of a specific numbering resource out of the National Numbering Plan – enabling customer to present such number as a CLI – is being obtained by fulfilling either of the below conditions:
· Possession of an allocation document by BAKOM/OFCOM for an individual number (Freephone, Shared Cost, Premium Rate/0800, 084x, 090x); “Zuteilungsurkunde”
· Possession of a certificate of re-allocation/transfer for an individual number; “Neuzuteilung (Übertrag)”
· Certificate of a sub-allocation for a geo number (E.164); informal document issued by provider (holder of geo number block)

The regulatory requirements for a Presentation Number are that it must either be:
i) a dialable number
ii) a number that has been received from the public network and passed on unchanged,
iii) it will have been allocated either to the caller or if allocated to a third party, only used with the third party’s explicit permission,
iv) it must not be a number that connects to a Premium Rate Service prefixed 09, or to a revenue sharing number that generates an excessive orunexpected call charge
v) it is supported by an underlying network number.

Call Centres Case Study
Two call centers and national numbers for the calling customers
Call Scenario’s
A company has two call centers, each in a different country. The company has customers in several countries. We distinguish two call scenarios.
Calls from customer to call centres
The company wants its customers to be able to contact the company via a national number. The company has a list with the national number in each country.
The national number without physical connection will be assigned to the company. The national rules for this assignment must be followed. The call to the national number will be forwarded to one of the two call centers. Colt can offer this service via the INGeo service.
The INGeo service is offered in all Colt footprint countries.
Calls from call centre to customer
When the call center calls back, the company wants to present the national number which the customer used to call.
The presented number will not be the geo number of the call center, therefore the standard Calling Line Identification Presentation (CLIP) cannot be applied. CLIP with screening against the list of national numbers can be used. National regulation must be respected.
The following three questions should be answered:
- Is Screening against list: i) allowed, ii) tolerated and iii) forbidden
- Which number can be presented as Calling Party Identification?
- What should be the relation between customer and presented number?
In Ireland approval by ComReg’s Numbering Plan Management is needed.
In Spain modification of the CLI by screening it against a list is forbidden.
