As a general rule, all providers of telecommunications services doing business in the USA are required to report their revenues and contribute to FUSF. As such, they should register with the FCC and USAC.
However, exceptions to the reporting and/or contributing obligations may apply in some cases – e.g. there is a “de minimis” exception for providers who make a low revenue in the USA (see useful links below for guidance).
It is your company’s responsibility to determine whether it must report its revenues and contribute to FUSF or not.
